"Not delivering"
In short
The ad group or ad has stopped running because of budget, balance, a review rejection or an account problem. Read the explanation shown with the status in TikTok Ads Manager, then fix that cause: raise the budget, add balance, fix the ad or sort out the account.

Une action est requise pour diffuser votre groupe d'annonces. |
Where it shows up: in TikTok Ads Manager, in the Status column of campaigns, ad groups and ads, with an explanation that gives the cause.
Why it happens
- “Not delivering” is a status; the explanation gives the cause. According to TikTok’s help center, each ad group shows a status plus an explanation of that status. “Not delivering” means delivery stopped because of budget or a violation of the advertising policies.
- The budget ran out. At the account, campaign or ad group level. The most common case has its own page: “Out of budget”.
- The balance is insufficient. There is not enough money left on the ad account to pay for delivery.
- The ad was rejected in review. It does not meet TikTok’s advertising policies.
- The account is blocked. For a suspended account, see the page “Account suspended”. “Account not approved” means the ad account’s information was rejected.
- Other causes exist. TikTok’s help center also lists: LIVE not started yet, industry qualifications required, expired or not approved, missing creatives, an unavailable asset (pixel, shop, identity), or the account’s limit on delivering ad groups being reached.
How to fix it
- In TikTok Ads Manager, open the campaign and check the status at all three levels: campaign, ad groups, ads. Hover over “Not delivering” in the Status column to read the explanation.
- Budget ran out: raise the budget or extend the schedule, as TikTok’s help on budgets says. The details are on the “Out of budget” page.
- Insufficient balance: hover over Tools, click Billing under Settings, then Add Balance, and follow the payment. For an ad account owned by a Business Center, the balance is managed from Business Center.
- Ad rejected in review: fix the ad in question so it meets the advertising policies. The status links to TikTok’s help on ad review.
- Account suspended or not approved: deal with the account first. For a suspended account, see the page “Account suspended”.
- Qualification required, expired or not approved: submit or resubmit your industry qualifications, as TikTok’s help center asks.
- LIVE not started yet: start the livestream. LIVE ads do not run before it.
- Missing creatives, an unavailable asset (pixel, shop, identity) or the ad group limit reached: handle these causes from the explanation shown with the status (TikTok’s help on statuses).
What other advertisers suggest, unconfirmed
No lead is confirmed so far. In the TikTok app, the Promote tool also shows “Not delivering”. According to Reddit threads from October 2025 and August 2026, users posted screenshots of a promotion rejected in review, because the video does not meet the eligibility standards for the For You feed.
How to avoid it next time
- Check the status at the ad group and ad levels: a campaign can stay active while one of its ad groups stops delivering.
- Keep enough balance on the account, and a campaign budget at least equal to its ad groups’ budget.
- For LIVE ads, schedule them around the livestream times.
