"Too Many Ads: You have reached the campaign, ad set or ad limits per Ad account. Each ad set can contain a maximum of 50 ads. This includes paused / inactive / turned off ads." (error code 100, subcode 1487809)
In short
The ad set already holds 50 ads, the most Meta allows, and paused or turned-off ads count too. Delete the ads you no longer need (Meta archives them, so they stop counting) or put the new ads in a second ad set: the limit itself cannot be raised.

| Message | You have reached the campaign, ad set or ad limits per Ad account. Each ad set can contain a maximum of 50 ads. This includes paused / inactive / turned off ads. | Vous avez atteint le maximum de publicités, d’ensembles de publicités et de campagnes par compte publicitaire. Chaque ensemble de publicités peut contenir 50 publicités au maximum. Cela inclut les publicités mises en pause, inactives et désactivées. |
Where it shows up: in Ads Manager when you publish a new ad into a full ad set, and in the response of Meta’s Marketing API.
Why it happens
- Meta caps each ad set at 50 ads. Meta’s help center lists up to 50 ads per ad set, for regular ad accounts and for advertisers with a Meta account manager alike.
- Ads that are off still count. The limits apply to active and inactive ads: ads that are off, completed, or in an ad set that is off.
- The account has other caps. A regular account can hold 5,000 ad sets, 5,000 campaigns and 5,000 ads (1,000 of them with dynamic creative); managed advertisers get 10,000 ad sets, 10,000 campaigns and 50,000 ads. The message names the ad set limit, the one most advertisers hit.
How to fix it
- In Ads Manager, open the ad set named in the error on the Ads tab, showing ads that are off and completed as well.
- Tick the ads you no longer need, click Delete in the action bar (or More > Delete) and confirm. Meta archives deleted ads automatically, so they stop counting. A deleted ad cannot be restored; it stays visible with the Delivery filter set to deleted or archived.
- Or keep the old ads and create a new ad set (or campaign) for the new ones.
- Publish the new ads again.
What worked for other advertisers
In r/FacebookAds threads from May and July 2026, advertisers agree that the limit is “a hard cap built into the Meta structure that you cannot lift”, and share how they work around it:
- Duplicate the ad set inside the same campaign, with a campaign budget, and put the new ads in the copy. Several replies describe this set-up: “Multiple ad sets with a campaign budget.”
- Delete ads that have been paused for a long time instead of only turning them off: “Delete long paused ads instead of just switching them off”.
- Use the flexible ad format, which puts several creatives in one ad.
Pausing old ads frees no room. Rebuilding a scaling campaign with the winners works, but one advertiser notes that Instagram comments don’t follow: only Facebook comments carry over with the post ID.

How to avoid it next time
- Count the ads already in an ad set, off ones included, before a bulk launch.
- Delete finished tests regularly rather than leaving them off.
- Plan creative testing across several ad sets under one campaign budget from the start.
Frequently asked questions
Do paused ads count toward the 50?
Yes. Meta’s limits apply to active and inactive ads: ads that are off, completed or in an ad set that is off all count. Only deleted (archived) ads stop counting.
I’m an advanced spender with a Meta rep. Can the limit be raised?
Not for ads per ad set. Managed advertisers get higher caps on ad sets, campaigns and ads per account (10,000 / 10,000 / 50,000), but each ad set stays at 50 ads.
Is there a workaround to keep launching new creatives?
Advertisers duplicate the ad set inside the same campaign, under a campaign budget, and put the new ads in the copy; some move to the flexible ad format, which groups several creatives in one ad.
I get error #2490588 “has reached its limit of 50 ads”. Is it the same?
It is the same 50-ads-per-ad-set limit with a newer wording from Meta (code 100, subcode 2490588). The fix is the same.
