In short
Your ad targets the European Union (or worldwide), and EU rules require you to say who the ad promotes (the advertiser, or beneficiary) and who pays for it; Meta will not publish the ad without it.

Where it shows up: in the response of Meta's Marketing API when an ad, ad set or creative is created, for example by a tool that launches ads for you.
Why it happens
- The EU Digital Services Act. Meta’s help center explains that advertiser and payer information is required for all new or edited ads targeting the EU or its associated territories, and for campaigns targeting worldwide. Without it, the ad cannot be published.
- It applies everywhere ads are created. Meta lists Ads Manager, Meta Business Suite, Ad Center, Instagram ads and the Marketing API.
- For API users: Meta’s Ad Set reference says ad sets targeting the EU need the
dsa_beneficiaryanddsa_payorfields, and documents this subcode (3858081, with code 100) for the missing beneficiary. Defaults saved on the ad account are filled in automatically when present; with no default and no value sent, the request fails.
How to fix it
- In Ads Manager, open the ad set that targets the EU.
- Fill in the advertiser (the person or organization the ad promotes). If someone else pays, switch on The advertiser and payer are different and fill in the payer.
- To avoid doing it on each ad set, set a default advertiser and payer at the ad account level in Advertising settings in Ads Manager. You need full control of the ad account to manage these defaults.
- Publish again.
How to avoid it next time
- Save a default advertiser and payer in Advertising settings for every ad account that targets the EU.
- If you launch through the API or a tool, send the beneficiary and payer on every ad set that targets the EU or worldwide.
Frequently asked questions
Is the advertiser name shown on my ad?
No. Meta says this information goes to the Meta Ad Library but is not displayed on the ad itself or in feed.
Does it change delivery or cost?
No. Meta states that adding this information has no impact on delivery, cost, bidding, feature access or ad review.
My ad only targets France. Do I need it?
Yes. France is on Meta's list of EU locations, so advertiser and payer information is required for new or edited ads that target it.
