Meta Code 10 Subcode 2446325 Restricted or disabled account

"Business Account Not Allowed to Advertise: This business account didn't comply with our Advertising Policies or other standards." (error code 10, subcode 2446325)

In short

Meta won’t let this business portfolio advertise, because it considers it doesn’t comply with its advertising policies or other standards; the message mostly blocks linking an Instagram account to a Page or a portfolio. Request a review in Business Support Home if the button is offered (usually answered within 48 hours, final decision); if the review request is refused, Meta’s help center suggests moving the Instagram account and the Page to a portfolio that isn’t restricted.

Exact message

Field English
Title Business Account Not Allowed to Advertise
Message This business account didn't comply with our Advertising Policies or other standards.
API message (message field) Application does not have permission for this action

Where it shows up: when you link an Instagram account to a Facebook Page (Linked accounts), in Meta Business Suite and Business settings when you add a Page or an Instagram account to the portfolio, in the Instagram app when you boost, and in Marketing API responses.

Why it happens

  • Meta won’t let the business portfolio advertise. The “business account” in the message is the business portfolio (formerly Business Manager). Meta considers it doesn’t comply with its advertising policies or other standards. As long as the restriction lasts, the portfolio can’t be used to advertise, or take in a new Page or Instagram account to advertise with.
  • It mostly shows up when you link Instagram. Between July and October 2026, most reports came from advertisers who could no longer link their Instagram professional account to a Facebook Page or a portfolio, including brand-new accounts. Others get it when adding a Page in Business settings, or when boosting from the Instagram app.
  • Sometimes with no visible violation. In October 2026, one advertiser saw “All good” in the Instagram account status and “No advertising issues” for the Page and the portfolio, with no button to request a review.
  • Not the same as an account or profile restriction. “Your account is restricted from advertising” targets an account after ads judged non-compliant, and “Your advertising access is restricted” targets your Facebook profile. Here, the business portfolio is the problem.

How to fix it

According to Meta’s help center on requesting a review:

  1. On a computer, open Business Support Home and go to Account status overview in the left menu.
  2. Select the restricted account: usually, the business portfolio.
  3. Under What you can do, choose Request review if it is offered, and follow the steps (confirm your identity, complete a verification or secure the account). You must be an admin.
  4. Wait for the decision: Meta says the review usually happens within 48 hours, the number of review requests is limited and the decision made after the review is final. If the restriction is lifted, turn your ads back on: they don’t restart on their own.
  5. If the review is refused, Meta’s help article on adding an Instagram account to a business portfolio suggests removing the Instagram account from this portfolio (or switching it to a personal account, then back to professional) and adding it, with the Page, to a business portfolio that isn’t restricted.

If no review button shows up and no violation is displayed, the case advertisers report most:

  1. Check the ad account, the Page and the portfolio you are linking the Instagram account to, one by one, in Business Support Home, then contact support.

What other advertisers suggest, unconfirmed

No fix has been confirmed yet in the r/FacebookAds and r/metaads threads.

  1. Switch the Instagram account to a personal account, then back to professional, and connect it to a clean portfolio where the Page, the ad account and the Instagram account have the same owner (September 2026).
  2. Check each asset in Account Quality, one after the other: “check account quality first for the instagram account, facebook page, business portfolio” (September 2026). The same advertiser notes that boosting from Instagram can work while Ads Manager is blocked.

What didn’t work: retrying the link with other admins or other Facebook profiles, who get the same message or “Couldn’t add your Page and Instagram account to a business account.” (October 2026). When the portfolio stays restricted after review, one advertiser couldn’t even disconnect the Instagram account, with Meta replying “You can’t use this business portfolio to advertise” (September 2026).

How to avoid it next time

  • Keep the Page, the Instagram account and the ad account in the same business portfolio, one that you own.
  • Before linking an Instagram account to a portfolio, check in Business Support Home that the portfolio isn’t restricted.
  • Make sure every ad in the portfolio follows Meta’s advertising policies: the restriction applies to the whole portfolio, not to a single ad.

Frequently asked questions

Instagram and the Page have no violations, and there is no “Request review” button. What can I do?

Check the portfolio you are linking the account to and the ad account, then contact support. It is the most reported case in October 2026: the Instagram account status says “All good”, Business Support Home shows no advertising issues for the Page and the portfolio, and there is nothing to appeal. No advertiser has reported a fix yet.

How is it different from “Your account is restricted from advertising”?

“Your account is restricted from advertising” targets an account, often Instagram, after ads judged non-compliant, and arrives as a notification. “Business Account Not Allowed to Advertise” targets the business portfolio: the portfolio can no longer advertise or take in new assets to advertise with.

Boosting from Instagram works, but Ads Manager doesn’t. Why?

One advertiser points out that the Instagram account, the Page, the business portfolio and the ad account are separate assets, each with its own status: one can be blocked while the others work. Check them one by one in Account Quality.

The API says “Application does not have permission for this action”. Is it a permissions problem?

Not necessarily. It is the generic message for code 10 (OAuthException). With subcode 2446325, the reason is in the error_user_title (“Business Account Not Allowed to Advertise”) and error_user_msg fields: the business portfolio isn’t allowed to advertise.

Can I use another business portfolio instead?

If the review is refused, Meta’s help center suggests removing the Instagram account from the restricted portfolio and adding it, with the Page, to a portfolio that isn’t restricted. In September 2026, an advertiser whose portfolio stayed restricted after review could not even disconnect the Instagram account.
